Two linked Directions were issued covering a broad range of permitted development rights. The first Direction withdrew rights for the use of land as a caravan site and for site licence works, agricultural operations on holdings under 5 hectares, forestry buildings and operations, repairs to unadopted streets and private ways, and the recreational use of land by organisations including tents. The second Direction removed rights for boundary treatments such as gates, fences, and walls, the formation of new accesses to highways, the provision of temporary buildings and plant linked to operations, and temporary uses of land for up to 28 days in a year, including markets and motor sports.
