The Direction removed permitted development rights for the use of land as a caravan site in specified circumstances and for works required by the conditions of a caravan site licence. It also restricted the erection of gates, fences, and walls and the temporary use of land for up to 28 days in a year. A subsequent Direction further tightened controls by re-confirming restrictions on gates, fences and walls and specifying that temporary land uses could not include more than 14 days of markets or motor vehicle racing activities within the 28-day limit. By withdrawing these rights, the Council ensured that caravan-related uses, boundary treatments, and temporary activities — particularly markets and motor sports — at Horsham Road required express planning permission. 2001-12-19
