4ccd3fc76120c4329c4b1a008ff78507f6590ffa143888cb971adc7b64783854 notes Extensive tract of industrial land previously occupied by a wide range of industrial and commercial buildings, as well as some terraced residential properties. The vast majority have been cleared and the land is largely vacant and somewhat derelict in parts. Potentially offering an excellent and attractive location for development within the urban area. Clearance of any remaining remnants of past uses and also remediation would be necessary. A mixed-use development of the site, for 136 homes, retail floorspace and restaurant/cafe units, was permitted in 2014 after being considered for a number of years (09/B/0317). Despite there being no substantive progress to date on the residential aspect of the development, the permission has been implemented through initial site works, so it will not lapse. A revised application for construction of 136 homes, alongside a parallel application for demolition of remaining buildings, was submitted in 2012 (12/00512/FUL, 12/00515/CON). These two linked applications remain pending consideration, and technically are live, but this has been the case for a some time and there has been no evidence of recent progress towards determination. Given the planning history, deliverability of site is uncertain in the immediate future but longer-term potential is still considered to remain. 2020-12-17
9cf7b1c51da29698b0d210bf2dcb212a5cca1f874cd38f14d70391c447515372 notes A number of applications relate to site. Application for 136 dwellings and supporting commercial space pending - 12/00512/FUL. Development of 136 units previously consented but yet to be implemented - N/09/B/0317. Extant permission for 136 units. However delivery of this scheme is currently considered uncertain. Potential opportunity for extensive redevelopment of existing industrial and commercial land. No evidence of progress to date or implementation of planning permission - given long planning history, deliverability of site uncertain in immediate future. https://www.northumberland.gov.uk/NorthumberlandCountyCouncil/media/Planning-and-Building/planning%20policy/Studies%20and%20Evidence%20Reports/Housing%20Studies/1.%20SHLAA/Appendix-G-SHLAA-Sites-Summary-Assessment-Schedule.pdf 2017-12-17

A number of proposals relate to the site. Development of 136 units has been consented (N/09/B/0317). However delivery of this scheme is currently considered uncertain as there is no evidence of progress to date or implementation of planning permission. Another application for 136 dwellings and supporting commercial space remains pending despite being submitted some time ago (12/00512/FUL). Given the long planning history, deliverability of site is uncertain in the immediate future but longer-term potential is still considered to remain. The extant planning permission includes consent for 323m2 of commercial use, alongside public open space and a car park. 2019-12-17

The vast majority have been cleared and the land is largely vacant and derelict in parts. Site potentially offers a very attractive location for development within the urban area. Clearance of any remaining remnants of past uses would be necessary, along with any necessary remediation. A mixed-use development of the site, for 136 homes, retail floorspace and restaurant/cafe units, was permitted in 2014 after being under consideration for a number of years (N/09/B/0317). Initial site works commenced following approval. A revised application for construction of 136 homes, alongside a parallel application for demolition of remaining buildings, was submitted in 2012 (12/00512/FUL, 12/00515/CON). These two linked applications remained pending consideration for many years, until finally being disposed of in 2024. More recently however, a variation application (18/00415/VARYCO) and S106 amendment (19/01845/S106A) were permitted to alter the permitted scheme. After a significant hiatus - when no information could be gathered regarding future intentions for the scheme, and there was no activity on site - a Certificate of Lawful Development was approved in March 2025 (25/00486/CLEXIS). This confirms that the permission has been implemented through initial site works, and that it will not lapse. Despite this, and whilst the permission will not lapse and the theoretical capacity from the extant planning permission remains, the future delivery of all outstanding units is currently discounted. If/when new information becomes available to suggest a change to this position, then deliverability can be appraised. 2025-12-12

The permission will not lapse as the initial site works were commenced within the time limit, but there has been no progress evident for a number of years. There is no information to support that scheme is deliverable or developable with the plan period. Whilst the permission will not lapse, and the theoretical capacity from the extant planning permission remains, the future delivery of all outstanding units is currently discounted. If/when new information becomes available to suggest a change to this position, then deliverability can be appraised. 2024-12-17

This position could change in the longer-term but, whilst theoretically still suitable for residential development, no delivery is forecast within the plan period at present. 2021-12-17
