Where there is no planning permission and 'NetDwellingsRangeFromê' is used the figure in 'NetDwellingsRangeFrom'ê equals the figure in 'MinNetDwellings'ê. Where there is no planning permission and 'NetDwellingsRangeToê' is used, the figure in 'NetDwellingsRangeTo'ê is estimated at 10% higher (rounding up) than 'MinNetDwellingsê'..
