Reason	To ensure that the site has a suitable vehicular access for the development at all timeframes, in accordance with Policies 13, 46 and 47 of the Local Plan. The condition is required to be agreed prior to the commencement of development to ensure a suitable access is in place for construction.	Facts
Description	No development shall take place, including any site clearance or works of demolition, until details of the proposed vehicular access connecting the site with Fordstead Lane have been submitted to and approved in writing. All obstructions exceeding 0.6 metres high shall be cleared from the land within the required visibility splays and shall be kept free of obstacles exceeding 0.6 metres in height for the lifetime of the development. The scheme shall include provision of a metalled haul/access road from Fordstead Lane including a hard-bound material for at least the first 20m from the back edge of the highway carriageway. No part of the development shall be brought into use until all parts of the access have been completed in accordance with the approved plans. The development shall be carried out in accordance with the approved scheme and thereafter retained for the duration of the development.	Facts
